It is（was）＋被强调的部分＋that（who）＋原句其它部分.这是英语中的强调句型,用来强调说话人的意愿：

这是一个强调句的句型 旨在强调系动词后面的部分 将其中的 it is、was 及其that 、who 去掉后可以直接成为另外一个句子 句子意思 成分均不改变
例如， It is this boy who broke the window.
去掉强调后即为 the boy broke the window.
强调句型由“It is/was +被强调部分+that/who+其他成分”构成。用来强调话语中的某个成分，被强调的成分可以是主语，宾语，状语，但不可以是谓语或定语。去掉It is/was…that…之后，剩余的部分必须是一个完整的句子结构。现在时态用is,过去时态用was;被强调部分是人that和who都能用，被强调部分是物只能用that

再如：
1. I am right. 我是对的。
It is I that/who am right. 正确的是我。
2. We met a foreigner at the school gate. 我们在校门口遇见一位老外。
It was a foreigner that/whom we met at the school gate. 我们在校门口遇见的是一位老外。
3. Tom lost his wallet in the supermarket. 汤姆在超市里丢了钱包。
It was in the supermarket that Tom lost his wallet. 汤姆是在超市里丢的钱包。
4. She didn’t go to work because her mother was ill. 因为妈妈病了，她没去上班。
It was because her mother was ill that she didn’t go to work.她没去上班是因为妈妈病了。
5. The Second World War broke out in 1939. 二战爆发于1939年。
It was in 1939 that the Second World War broke out. 二战是在1939年爆发的。
