Membership of the RCEP
Given the way that the Royal Commission
works,and the stress on the independence of
its deliberations,we should expect its mem-
bership composition to be an important vari-
able.Being independent,its reasoning and
patterns of argument need not be constrained
by official policy or by the prejudices of par-
ticular interest groups.However,everyone
brings the perspective of his/her own
training and professional background to the
process of deliberation and policy argument,
and it is therefore interesting to look at the
disciplinary and professional composition of
successive Royal Commissions.
Table I shows the disciplinary background
of the members of the Royal Commission in
the period 1970 to 1992.The Table greatly
simplifies a complex situation,since we have
sought to assign each member to one,and
only one,professional or disciplinary back-
ground.There are two respects in which this
is distorting.First,and less seriously,the
division between the categories is not always
clearcut.For example,while it is relatively
easy to assign those who work in academic
posts to a category,is someone who works as a
professional engineer in industry to be
assigned to industry or to engineering?Our
principle has been only to use the industry
category when the person seems to be more
concerned with general management than
with the application of particular discipli-
nary skills,but this is obviously a matter of
judgement.
More serious,however,is the second prob-
lem.As anyone will know who has tried to
put a committee or working party together,
individuals often recommend themselves
because they have more than one skill.A
person may be a journalist,but if he or she
has a doctorate in the natural sciences that
fact will be of some importance in his/her
selection.We should expect,given that the
Royal Commission is drawn from “the great
and the good”,that the individuals selected
would typically recommend themselves on
more than one ground.Hence,we should be
cautious in interpreting the role of discipli-
nary background,in the way that we have
presented it.Our defence is that even this
simple assignment reveals some interesting
patterns.
