如果Reading Skills 文章的名字应该是was,因为文章就一篇,skills 是文章的名字的一部分.就像我在读一篇叫“可爱的小朋友们”的文章.读的是一篇文章,但小朋友们是复数.我认为是名字,因为开头大写了.如果原文不是大写,就应该是were.
句子应该是:The teacher and the students are discussing an article/book which was called Reading Skills that was newly published in America together.

是填were吧
就是个定语从句么，that是引导词，were published是定语从句的谓语动词，因为that引导的从句时修饰先行词skills的 所以动词应该用复数形式，不是单数形式was
